Crime and temperature

I have this theory that the lower the temperature, the lower the crime rate. I think that's because heat drives people crazy, while cold makes people reasonable. Let me give you some examples. Which state is more dangerous - Connecticut or Texas? Which country is more dangerous - Canada or Mexico? Which continent is more dangerous - North or South America? But the real question is - can we use cold to fight crime? And the real answer is - I don't know.
