Pet watercooler

We all know dogs drink from the toilet, and we all know that's because the water is cooler in there. So why can't someone invent a device that keeps the dog's water cool throughout the day? The reason I'm writing about this is because my cat started trying to drink from the toilet too, due to the hot weather. Right now I've been putting ice cubes in his water but there has got to be a better way. Besides, I'm not his bartender.
